Work Plan for Stabilizing Growth in the Machinery Industry (2025 - 2026)
The machinery industry is a fundamental, strategic and leading sector that provides technical equipment for the national economy, national defense industry, and people's livelihood. It serves as a "ballast stone" for the industrial economy and an important carrier for developing new quality productive forces and building a modern industrial system. To promote the steady operation of the machinery industry and support the stable growth of the industrial economy, this Plan is formulated.
I
General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, this Plan thoroughly implements the spirits of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, as well as the arrangements of the Central Economic Work Conference and the National Conference on Promoting New-type Industrialization. Adhering to the general tone of seeking progress while maintaining stability, we will fully and accurately implement the new development concept, accelerate the construction of a new development pattern, and make simultaneous efforts on both the supply and demand sides. We will promote the in-depth integration of technological innovation and industrial innovation, adopt multiple measures to continuously expand effective demand, enhance the supply capacity of high-quality equipment, and stimulate the vitality of industrial development. By doing so, we will drive the steady growth of the machinery industry and provide strong support for accelerating new-type industrialization and building a manufacturing power.
II
Main Goals
During 2025 - 2026, the machinery industry will maintain a stable and positive operation trend. The resilience and security of key industrial chains and supply chains will be continuously improved, and the quality and efficiency of development will reach a new level. We will strive for an average annual growth rate of around 3.5% in operating income, which will exceed 10 trillion yuan. The scale of key sub-sectors will keep rising steadily, new quality productive forces will be cultivated at an accelerated pace, the competitiveness of enterprises will be further enhanced, and the supply capacity of high-quality equipment will be significantly improved. A number of competitive distinctive industrial clusters of small and medium-sized enterprises and internationally competitive industrial clusters will be fostered.
III
Work Measures
(I) Expand Effective Demand in an All-round Way
We will fully implement the strategy of expanding domestic demand, further tap the potential of existing demand, vigorously cultivate new demand, continuously increase effective investment, stabilize the basic foundation of foreign trade, and constantly strengthen the driving force for stabilizing the growth of the machinery industry.
1.Tap the potential of the existing market. Intensify the implementation of major technological transformation and large-scale equipment renewal projects in the manufacturing industry. Implement the guidelines for equipment renewal and technological transformation in key industrial sectors, and accelerate the renewal and technological transformation of outdated equipment with high energy consumption, heavy pollution and low safety, as well as the upgrading of industrial operating systems. Launch a campaign for the renewal and transformation of railway equipment to boost the demand for rail transit equipment, construction machinery and intelligent testing equipment. Give play to the role of policies such as subsidies for the purchase and application of agricultural machinery and subsidies for the scrapping and renewal of agricultural machinery, promote the principle of "better machinery getting better subsidies" and "dynamic adjustment of subsidized machinery models", and facilitate the promotion and application of advanced and applicable agricultural machinery and equipment. Implement the implementation plan for equipment renewal in the medical and health field, and support the upgrading of high-end medical equipment and the renewal of outdated equipment. Encourage vocational colleges and technical and vocational schools to update their practical training equipment. Fully implement the policies related to the promotion and application of the first set of major technical equipment. Organize activities such as the "Industrial Mother Machine +" supply-demand matching campaign involving thousands of enterprises in hundreds of industries and the "Robot +" application initiative to accelerate the large-scale application of innovative achievements. Compile promotion catalogs for the application of industrial mother machines, robots, instruments and meters, and promote the large-scale application of intelligent manufacturing equipment in fields such as automobiles, electronic information, aerospace, ships and marine engineering, rail transit, clean energy, agriculture, construction and mining.
2.Cultivate and expand new demand. Develop new economies and new formats such as first-launch economy, ice-snow economy, silver-haired economy and smart tourism, and expand the application of service and special robots, elderly care and rehabilitation equipment, ice-snow equipment, cultural tourism equipment, educational equipment and additive manufacturing equipment. Implement the "Action Plan for Effectively Reducing Logistics Costs Across the Society", accelerate the construction of new facilities such as smart logistics hubs and smart logistics parks, develop "artificial intelligence + modern logistics", and promote intelligent logistics equipment including autonomous vehicles, unmanned warehouses and unmanned loading and unloading equipment. Encourage the pilot of unmanned agricultural operations, cultivate smart agricultural scenarios such as smart farms, smart pastures and smart fisheries, and promote the application of intelligent agricultural machinery and equipment such as intelligent power equipment, and equipment for plowing, planting, management and harvesting operations, as well as protected horticulture equipment. Launch a campaign for the promotion and application of high-end medical equipment, promote the integrated application of artificial intelligence and medical equipment, create smart medical scenarios such as auxiliary interpretation of medical images and remote consultation, and promote the application of intelligent medical and elderly care equipment such as medical robots. Focusing on the comprehensive green transition of the economy and society, we will develop and expand green industries such as energy conservation and environmental protection, clean production and clean energy, and drive the development of green carbon reduction technology and equipment.
3.Strive to increase effective investment. Accelerate the construction of major projects under the national 14th Five-Year Plan, plan major projects for the 15th Five-Year Plan, and continuously drive the innovative development of agricultural machinery and equipment, construction machinery, rail transit equipment and medical equipment. Accelerate the construction of people-benefiting projects such as urban village renovation, urban renewal, old community renovation and smart parking facilities, so as to increase the demand for the development of construction machinery, rail transit equipment, civil machinery and logistics equipment. Give play to the role of investment funds such as the Manufacturing Industry Transformation and Upgrading Fund, the Industrial Mother Machine Fund and the Small and Medium-sized Enterprise Development Fund, guide social capital to increase investment in the manufacturing industry, and drive the demand for mechanical equipment.
4.Promote the digital and intelligent upgrading of the industry. Implement the overall layout plan for building a Digital China, accelerate the development of application scenarios such as intelligent manufacturing, smart transportation, smart agriculture and smart medical care, and expand the demand for industrial mother machines, agricultural machinery and equipment, robots, rail transit equipment, medical equipment, construction machinery and intelligent testing equipment. Launch a digital transformation and upgrading campaign, implement a number of transformation projects focusing on intelligent upgrading, digital transformation and network connection, and promote the renewal of outdated equipment and the transformation of "unconnected" equipment. Launch a special initiative for empowering small and medium-sized enterprises with digitalization, and support enterprises to carry out low-investment and quick-return digital micro-transformation such as equipment automation transformation according to their own needs. Continuously optimize the reference guidelines for typical scenarios and elements of intelligent manufacturing, launch a gradient cultivation campaign for smart factories, and build basic-level, advanced-level, excellent-level and leading-level smart factories in a hierarchical manner. Support enterprises to accelerate the integrated application of new-generation information technologies such as artificial intelligence, carry out closed-loop optimization of the whole production and manufacturing process, the whole product life cycle and the whole supply chain, and promote the innovation of organizational models and enterprise forms.
5.Deepen opening-up and cooperation. Give full play to the role of free trade agreements such as RCEP and cooperation mechanisms including the Belt and Road Initiative and BRICS, and encourage enterprises to actively explore the international market. Launch a special service initiative for small and medium-sized enterprises to expand overseas markets. Encourage industry organizations and think tanks to take the lead in establishing overseas service institutions for the machinery industry, accurately meet the overseas service needs of enterprises, strengthen the research on international trade rules and trade trends, provide professional consulting services, smooth information channels, help enterprises improve their risk response capabilities, and enhance their compliance, safety and sustainable development capabilities in overseas operations. Support enterprises to carry out foreign contracted project cooperation, and drive the export of construction machinery, rail transit equipment and other products, technologies, standards and services. Encourage industry organizations to hold cross-border docking activities such as the China International SME Fair, explore new online trading models, and accurately connect with overseas market resources. Encourage local governments to use existing funding channels to support industry organizations and think tanks in organizing small, medium and micro enterprises to participate in overseas exhibitions and increase overseas orders. Encourage qualified enterprises to strengthen cooperation with world-leading enterprises in technological innovation, standard certification, supply chain management and market channel expansion to jointly explore the international market.
(II) Enhance the Supply Capacity of High-quality Equipment
We will accelerate the in-depth integration of technological innovation and industrial innovation, cultivate and develop new quality productive forces, improve the resilience and security of key industrial chains and supply chains, accelerate the development of intelligent equipment and smart services, strengthen quality and brand building, and guide and create demand with high-quality supply.
6.Improve industrial innovation capacity. Promote the implementation of major national science and technology projects in the machinery industry and intelligent manufacturing field, promote the layout of a number of new major science and technology projects and key R & D programs, and support the research, verification and integrated innovation of industrial mother machines, robots and intelligent testing equipment. Support equipment enterprises to jointly carry out original and leading technological R & D with universities and scientific research institutions, and promote the collaborative innovation of industry, university, research and application. Further strengthen the construction of manufacturing innovation centers in fields such as agricultural machinery and equipment, robots, rail transit equipment, medical equipment and additive manufacturing, and carry out the research, development and promotion of key generic technologies. Build a number of pilot test and verification platforms for industrial mother machines, instruments and meters, rail transit, medical equipment, agricultural machinery and equipment, robots and other fields. Encourage qualified universities and vocational colleges to build pilot test bases for advanced manufacturing technologies. Build high-level technology-based enterprise incubators, guide the agglomeration and matching of scientific and technological achievements and technical needs in the machinery industry on the national unified technology trading service platform, and promote the transformation and application of scientific and technological achievements.
7.Strengthen the resilience and competitiveness of industrial chains and supply chains. Implement the industrial foundation reconstruction project. In response to the supporting needs of major technical equipment and complete machines in key fields, develop a number of high-reliability, high-strength and high-quality basic parts, components and advanced manufacturing processes. Promote the green, efficient, refined and intelligent development of basic manufacturing processes such as casting, forging, electroplating and heat treatment, improve the supply level of advanced production capacity, and enhance the collaborative supporting capacity of industrial chains and supply chains. Implement the major technical equipment research project, strengthen the collaboration between upstream and downstream of the industrial chain, promote technological research and development, transformation and application of achievements in the whole chain, and form a sound industrial ecosystem. Promote the high-quality development of the manufacturing industry, and strive to achieve a number of landmark achievements in fields such as industrial mother machines, agricultural machinery and equipment, instruments and meters, industrial robots, rail transit equipment and medical equipment. In response to the common needs of equipment enterprises in R & D and design, inspection and testing, and pilot verification, build a number of public service platforms for industrial and technological foundations, industrial metrology and testing centers as well as inspection and testing centers.
8.Focus on developing intelligent equipment and systems. Implement the intelligent equipment innovation and development project, strengthen the R & D of general large models and machinery industry-specific large models, and promote the integrated innovation of emerging technologies such as artificial intelligence, quantum technology, advanced materials and Beidou navigation with equipment. Meet the needs of national defense and military industry and national strategies, and make breakthroughs in the development of intelligent manufacturing equipment such as industrial mother machines, intelligent instruments and meters, intelligent testing equipment, equipment for safe deep mining in mines, new energy construction machinery and industrial robots. Cater to people's demand for a better life, develop intelligent people's livelihood equipment such as intelligent agricultural machinery, intelligent medical equipment, service and special robots, intelligent logistics equipment, food machinery, safety and emergency equipment, ice-snow equipment and elderly-friendly equipment. Keep up with the global trend of scientific and technological innovation and the development needs of future industries, and make breakthroughs in the development of high-end equipment such as intelligent robots. Guide equipment enterprises to focus on the personalized needs of users, and improve the smart service functions of equipment products such as data acquisition, interconnection, human-computer interaction, auxiliary decision-making and independent execution. Encourage equipment enterprises to jointly build an equipment interconnection ecosystem with industrial internet service providers. On the premise of ensuring data security, promote the development and utilization of industrial data resources in a classified and hierarchical manner, and foster new technologies, new applications and new formats. Improve the bidding mechanism for intelligent manufacturing system solutions, promote the innovative breakthroughs of processes, equipment and software in groups and connected lines, and enhance the professional and one-stop integrated service capabilities of digital and intelligent transformation service providers.
9.Strengthen the leading role of standards. Launch the standard upgrading initiative to guide the optimization and upgrading of the machinery industry. In response to the needs of industrial transformation and upgrading, strengthen the formulation and revision of basic standards for basic parts, basic manufacturing processes, data security and quality reliability. Improve the technical standard system for industries such as industrial mother machines, agricultural machinery and equipment, instruments and meters, robots and medical equipment, and promote the construction of collaborative standards for industrial chains and green manufacturing standards. Continuously optimize the intelligent manufacturing standard system, and accelerate the development of standards for equipment digital and intelligent functions, intelligent scenarios, integration of new technologies and evaluation systems focusing on intelligent equipment, intelligent manufacturing and smart services. Deepen the application of intelligent manufacturing standards, and promote the evaluation and certification of intelligent manufacturing capability maturity. Launch pilot projects for the application of intelligent manufacturing standards, encourage enterprises to build a number of intelligent "model factories", and solidify and promote the development experience of intelligent manufacturing in a standardized way. Encourage enterprises to take the lead in developing advanced association standards. Strengthen international cooperation on standards, promote the internationalization of machinery industry standards, and promote mutual recognition of certifications among countries.
10.Strengthen quality and brand building. Further implement the excellent quality project in the manufacturing industry, encourage enterprises to carry out quality management capability evaluation, guide industry associations and professional institutions to organize activities for implementing advanced quality standards, and promote advanced quality management methods and typical experiences. Promote the systematic integration and integrated application of quality infrastructure, and strengthen the one-stop service of quality infrastructure. Implement the foundation-laying project for the reliability of basic products, and continuously improve the reliability, consistency and stability of special parts such as lead screws, guide rails, main shafts, hydraulic components and precision reducers, as well as general basic parts such as high-end bearings, precision gears and precision molds. Implement the doubling project for the reliability of complete sets of equipment and systems, and strive to improve the reliability of high-end products such as CNC machine tools, intelligent agricultural machinery and robots. Benchmark against internationally advanced products, strengthen the quality of industrial chains, encourage collaborative research on industrial chains, and improve the quality reliability and environmental adaptability of complete machines and key parts. Encourage professional institutions to strengthen the innovation of certification technologies and services, carry out high-end quality certification, and continuously enhance brand competitiveness.
(III) Stimulate the Growth Vitality of the Industry
We will continuously improve the ecological environment for industrial development, optimize the spatial layout, improve the capacity and level of serving enterprises, accelerate the cultivation of world-class equipment enterprises, promote the specialized, refined, distinctive and innovative development of small and medium-sized enterprises, and further enhance the endogenous power and vitality of the high-quality development of the machinery industry.
11.Cultivate High-Quality Enterprises in a Gradient Manner. Leverage existing policy channels and resources such as the national industry-finance cooperation platform and industrial development funds to support enterprises in becoming stronger, better and larger. Foster a number of world-class enterprises in fields including construction machinery and rail transit equipment. In sectors like industrial mother machines, agricultural machinery and equipment, instruments and meters, robots, medical equipment, basic components and basic manufacturing processes, cultivate a batch of high-tech enterprises, single-product champion enterprises and specialized, refined, distinctive and innovative "little giant" enterprises, and develop a group of gazelle enterprises and unicorn enterprises. Support industry organizations in nurturing top 100 enterprises in the machinery industry and top 100 enterprises in the component sector. Guide equipment enterprises to carry out rational and orderly cross-border layout, establish overseas collaborative R&D and after-sales service bases, and build a global production and service system.
12.Promote Coordinated Regional Development. Support major equipment-producing provinces and cities to take the lead, accelerate the development of new quality productive forces in light of local conditions, and foster new competitive advantages. Organize industrial transfer and development matching activities, support central and western regions in leveraging their comparative advantages to steadily undertake the transfer of strategic and foundational industries, expedite the extension and layout of industrial chains, build a number of internationally competitive equipment manufacturing bases, and create more growth engines. Encourage key provinces to strengthen collaborative cooperation and complement each other's strengths, and accelerate the construction of pilot zones for the R&D, manufacturing, promotion and application of large-scale high-end intelligent agricultural machinery and equipment suitable for hilly and mountainous areas. Guide the distinctive development of industrial clusters, push national advanced manufacturing clusters in fields such as rail transit equipment and construction machinery to evolve into world-class ones. Intensify the development of industrial clusters in sectors including industrial mother machines, agricultural machinery and equipment, instruments and meters, medical equipment, basic components and basic manufacturing processes, and cultivate a number of competitive distinctive industrial clusters of small and medium-sized enterprises as well as internationally competitive industrial clusters.
13.Intensify Efforts to Support and Benefit Enterprises. By relying on small and medium-sized enterprise (SME) public service institutions at all levels and the China SME Service Network, launch the "Jointly Benefiting Enterprises" service initiative for SMEs, providing services such as policy incentives, business environment optimization, innovation empowerment, talent development support and legal protection. Implement the "Regulations on Ensuring the Payment of Remunerations to Small and Medium-sized Enterprises", make full use of the registration (complaint) platform for overdue payments owed to SMEs, and promote the settlement of outstanding payment issues facing enterprises. Conduct in-depth special public legal service campaigns to help enterprises enhance their compliance management capabilities. Give play to the role of events such as the World Intelligent Manufacturing Conference and the World Robot Conference, support industry organizations in building high-level supply-demand matching platforms, and facilitate technological exchanges, international cooperation, and connections between upstream and downstream links of industrial chains as well as between supply and demand sides.
14.Create a Sound Development Ecosystem. Further deepen comprehensive reforms and accelerate the modernization of the industrial governance system and governance capacity. Push forward the construction of a unified national market, regulate local economic promotion and investment promotion activities, strengthen the protection of intellectual property rights, and foster a world-class business environment characterized by marketization, rule of law and internationalization. Intensify efforts to curb irrational competition, guide industry organizations such as associations and chambers of commerce to strengthen self-regulation, and promote the orderly development and sound competition of the industry. Improve the regular communication mechanism between the government and enterprises to enhance the capacity and level of serving enterprises. Continuously optimize the foreign investment environment, fully implement the requirement of lifting all foreign investment access restrictions in the manufacturing sector. For areas not included in the negative list for foreign investment access, strictly administer foreign investment access in accordance with the principle of treating domestic and foreign capital equally, and encourage foreign investment in high-end equipment and high-tech fields.
IV
Safeguard Measures
(I) Strengthen Overall Coordination. All departments must fully recognize the significance of stabilizing the growth of the machinery industry for consolidating the foundation of the industrial economy. They should clarify and fulfill their responsibilities, strengthen coordination and joint efforts, and resolutely implement relevant policies. They should actively introduce policy measures conducive to the stable operation of the machinery industry, strengthen policy interpretation and expectation guidance, and regularly assess the progress and effectiveness of policy implementation. All regions should formulate targeted policies based on local realities, optimize resource allocation and service guarantees, fulfill the responsibilities for work safety management and ecological environmental protection, and promote the steady growth of the machinery industry. Industry organizations such as associations and alliances, as well as think tanks, should play the role of bridges and service backbones, conduct in-depth research, assess the impact of domestic and international development trends on the industry, and put forward countermeasures and suggestions.
(II) Increase Policy Support. Through existing policy channels, support equipment enterprises in conducting technological innovation, technological transformation, equipment renewal, construction of modern manufacturing service platforms, and talent training and introduction. Encourage industry organizations and enterprises to jointly establish industry-specific talent training and practical bases. Fully implement preferential tax policies for enterprises engaged in industrial mother machines and related fields. Expand financial support for equipment enterprises and facilitate the listing and financing of high-quality equipment enterprises. Encourage financial institutions to enrich financial products and services in accordance with market-oriented and rule-of-law principles and in light of the characteristics of the machinery industry, so as to support the development of equipment enterprises and improve the quality and efficiency of financial services for the real economy.
(III) Intensify Operation Monitoring. Give play to the role of industry organizations and professional institutions, establish an early warning mechanism for economic operation risks in the machinery industry by leveraging information platforms such as the "Digital Industry and Information Technology" platform, and strengthen the monitoring and regulation of economic operations. Regularly hold economic operation analysis meetings and special research activities for key regions and key sectors, enhance analytical judgment, and coordinate the resolution of emerging, trending and potential issues, as well as the prominent difficulties and bottlenecks restricting the development of enterprises in the industry. Strengthen information sharing and experience exchange, and promptly promote typical local practices. Competent departments of industry and information technology in all regions and relevant national industry associations should strengthen the monitoring of economic operations in their respective regions and industries, and submit regular reports on the progress of growth stabilization efforts every year.
